Title: ECM question

I just wanted to clarify some things about ECM.
regular ECM components add up their effects so that 4 units of ECM 5 are going to have a greater effect then just 1?
ECCM does not add up in the same way for fire control?

As far as I understood them, only one ECM is needed to cover the whole ship and they do not stack, while for fire controls you need one ECCM each and they don't stack either. (You can assign only one to each fire control anyway.)
