A team on Loral III led by Isaac Sims has completed research into Construction Rate 16 BP.
I can't find the next level (20 BP) on the list. Is there a prerequisite tech I have to get? Or is something really screwy with my game?

Nope, no prerequisite. Hm, only thing I can think of would be it is allready being researched somewhere else, and I am not sure it would not show up anyway.
Is it perhaps in a reasearch queue? Ah, but before finishing CR 16, it wouldn´t show up, no, I´m at a loss.

There is one way that it could show up before you reasearched the 16bp level. If you had previously had 1 planet with a reasearch for the 16bp going on you could still select it in a que on other planets. Once there it will remain in the que even if the same tech is finished being reasearched on another planet. The 20bp level would show up on the planet with the 16bp already in the que so you could end up with both being qued up at the same time. This is a very long shot however for most people.

I've checked. The only other planet I have research labs is some moon with 4 labs for the 1 lab per scientist "training".
- 3x LG projects and 1 BG. CP projects are homeworld since I'm rushing them.
Loral III is my capital.
I've even tried removing the tech and SM moding it back. 20BP still doesn't show up.
EDIT: I started a new game on the same database and SM moded the construction techs. It works there...
Oh, I found the problem. I tried cancelling all my research and when I canceled Laminate Composite Armour, Construction 20 BP turned up. =/ Well, it's fixed now.

Sounds like it was queued up for whoever was researching the armor.
