Title: Tractor Beams

I've noticed that having multiple tugs pulling a ship does nothing to increase the speed.  Is this intended behavior?

In the same way that pulling multiple subjects does not decrease the speed, this is a bug that is not completely fixed, and with the comming of A2 within the next years, is unlikely to change.

The intent is that you should only use (1-tug, 1-tow) pairs.  As Unlimited points out, there are various bugs in the checking code to enforce this restriction.
