Title: Getting civilians to turn off transponders

This is a slightly embarrasing question but does anyone know how to tell civs to turn off their transponders in a particular system? I am sure I added that function at some point but I can't find it :)

It's on the system map screen under the contacts tab.

You know a game is sufficiently complex when its designers are asking for help.  :o
