Would it be possible to create a small galaxy (say 100 systems) that are rich in resources without resorting to SM?

Nebula systems have a higher concentration of minerals, but less likelihood of habitable real estate.  Otherwise, no.  There's no setting for 'mineral availability' so you'd have to use SM mode to add minerals.
