What exactly do these three things do? I get a bunch of messages of my *insert officer here* increasing their political reliability and the promotion score and initiative thing is just something I saw.

political reliability is more about political support, i.e how much the guy (or gal) has leverage to get promoted because he knows others people of influence. Initiative will determine if the officer will act first in case of battle. Promotion is the sum of modifiers that will influence how fast he is promoted, political reliability being factored into this one.
These are educated guesses from a semi-newbie though.

Another question, how do I get more scientists? Having 3/4 the scientists in 3 fields is getting old, and a couple fields don't have anybody in them.

A common misconception is a scientist can only research their field. They get 4x their bonus in their field, otherwise they are at the stated bonus.
Scientists come from Academies, same as naval officers, ground commanders and civilian administrators.

I know they can research out-of-field, I just find it much more convenient for my limited research labs to give them only their specialization. Thanks again.

You get scientists randomly when people graduate from academy. Increase your number of academies will increase the number of people you get a year, and in turn, increase your chances to get scientists.

Yeah, I just built 10 new academies and I'm getting ~5 officers a month.
