Title: How do I create ground forces headquarters?

Do I need certain tech? There's no option in ground forces training, and I'm unable to find it in the industry screen.  What am I missing?

In 5.5 I believe you need to research under logistics the various units first.

Thanks, apparently mobile infantry battalion is the(Or at least a) prerequisite.
