Title: Civilian transport failing to carry orders

Is there anyway of making them smart once i have a few every few turns 5.52 they have a load of orders but a couple just get confused.  Could be an AI thing to

You can begin by clicking the clear orders button on the civ shipping list.  Second, check carefully the orders: I often set a supply, and go to the destination, but forget to change the good, which always resets to Automated mines.  My brain just doesn't notice it either.  The next day I play is when I usually identify the mistake.  So you have 150 maitenence facilities on supply, and 150 automines on demand.  Nothing happens.
