Title: NPR Ship Class Design

I'm curious about when/how NPRs design their ship classes. For example in my current game I have an NPR I'm allied with, who was discovered quite early in the game only 2-3 transits from my home system, but it seems that it hasn't updated its ship designs the entire game (it's still using Nuclear Thermal Engines on all its ships). Will it ever update/upgrade?

NPRs do upgrade over time. It may be this particular NPRs hasn't upgraded engines but has upgraded something else.

Hmm... I suppose. Still, I made first contact almost 50 years ago in game time, strikes me as odd that I'd be up to ICF/SCAM while it's never gone past the starting level. =[

It could be possible it's not new construction either.

Nah, I checked its class designs. It's just being lazy I guess.

They also don't research as fast as the player. They won't usually have all labs working at full capacity.

Id still like to see new unique technologies find their way into game or the tech aspect be expanded a bit
