Title: Black Holes and Commerce?

Will civilian ships cross a Black Hole system to get to a friendly colony if no other route is available?  My shipping lines seem unwilling to cross a nearby Black Hole, even though it's only a Class II and every single civilian design could easily handle it.  As a consequence a colony on the other side of the BH (with a partially intact city ruin, no less) is developing much more slowly than it should be.

Seems pretty natural to me, I mean, who wants to live on a planet separated from the homeworld by a system with a black hole.  Yeah the ships may be fast enough with all their engines, but a couple untimely malfunctions means a bad day for several thousand colonists.  Only the most adventurous people, or those who really need to start over, are going to brave the trip.  Sounds like a great story line.

Check the system and see if it was automatically interdicted to civilian traffic? If so, removing that order should allow the civilians to consider making the transit.
