I began to wonder why my salvaged tech data didn't show up in the research costs. Now I found that the new cost is applicable only on the planet where it was downloaded (or where the components were disassembled). Help!

well, it's supposed to work that way. if you want to futz it while staying within the game rules, just make sure your researched total + the bonus on other planets = total rp, then SM yourself the tech.
