I've been playing for awhile without any real issues, until now.
In my current game (conventional start if that matters) , which has lasted 29 years so far, the commander of my Sol Fleet Headquarters decided to retire. He was a Rear Admiral (Lower Half) at retirement. When I go to assign a new commander, it says that the required rank is 5 (Rear Admiral Upper Half). I have two Rear Admiral (Lower), one promoted from captain to fill the spot left by the retiring admiral.
I played a further two years to see it would clear up, and it hasn't.
The staff officers are still assigned, but I still can't assign a new commander due to the rank requirement.
So, I used SM mode to promote of of the Rear Admiral (Lower) and this is where it gets even more fun.
With each rank increase I gave the officer, the required rank for the fleet headquarters went up as well. I promoted an officer all the way to rank 8 (Fleet Admiral) and the reqired rank for the fleet headquarters spot is rank 9???
So what gives here, did something break? Known issue? Bug? Random silliness?

Was the officer you promoted on the staff? The reason I ask is the commander needs to be 1 rank higher than anybody on the staff positions. You might try saving a copy of the game, removing all of the staff officers and seeing what the rank to command is then.

Brian, that fixed it. One of the other Rear Admirals was the staff communications officer. Removing him dropped the required rank and I got a new commander assigned. Thanks!
