Title: Undermaning?

Done a search and cannot find how to fix this, I have a gate constructor that is supposed to have 336 crew, but is suffering from undermaning and only has 5 crew members, I did not notice any reports of bad moral while the ship was out making the last four gates and is set up for a tour of duty of 24 months. After I sent it back to Earth for shore leave 99% of the crew appear to have gone AWOL!

Will this improve over time or am I stuck with a ship with next to no crew members?

There is an order to pick up replacement crew. Select a colony, and it'll be there, I believe, a couple options below the refuel/resupply from colony order.
