Hello.
I am terraforming and I need to remove some gas. How do I remove gas? All I see is the ability to add gas to a planet.
Also, can I make Mars and Luna a zero cost colony?

You remove by simply selecting one in the drop down menu without ticking the add gas box, and yes you can terraform those two.

What cant be terraformed to a 0 cost colony?
Also, these guys are picky. Mars has .30014 oxygen in the air and I have to remove it. I am quite sure that much oxygen would not be an issue.

Anything that is uncolonisable, but with genetic engineering most worlds that you can colonise should be fine.

Was that .30014 atms of oxygen in the air, or 30.014% oxygen in the air?

Any planet that is too cold to be brought up to habitability, or so hot that more than 3.9 atmospheres of AGG are required to cool it. Also methane breathers have some issues. For oxygen it is just looking at overall atmospheric pressure, 0.1 is the minimum, 0.3 is the maximum for humans. Then on top of that oxygen cannot exceed 30% of the gasses present, though it can drop below 10% of gas present.
