Title: I just dont get it!!!!!!!!!!!!!!!!

in my current game i got a Colony whit ship yard but i cant make a task group there Why not
one more thing what is the sectors control window for and how do i use it

Task groups are created via the F12 screen, Fleet Organization tab.

Sectors, look on the Economic screen (F2) and you should see a sector button. You also need the Improved Command & Control tech.
