Title: Bridge on PDC

I know Bridges are required for ships over 1000t, but are they actually required for PDC's?  A 10000t PDC without a bridge can still be built, but will it work properly?

design restrictions in general are not enforced so you make a pdc without a bridge, and the pdc would probably work without error, but why is a bridge on a pdc a show stopper for you?

Not a show stopper, I'm just looking to cut costs while staying within the rules.  This rule wasn't clear to me.  Thanks.

Basically, you can make a large PDC without a bridge, but that's a bug.
