Is there any way to get a population to be tolerant of under 0.1 gravity?

Bioengineer a new race with gravity tolerance.  Or use the ctrl-F2 "Races" screen in SM mode to "wave a magic wand" and change their race parameters overnight.  HEY!!! Maybe that's what happened to the Klingons between TOS and TNG.
