Title: question about worker shortages

If you have a worker shortage but part of your demand isn't doing anything (e. g.  ordnance factory not producing missiles) are you still penalized in other areas?

Yes, unless you shut down that sector from the Civilians/Ind Status tab. Deactivated sectors use no labor, but take 180 days to reactivate.
