Title: Setting up a scenario (NPRs\AI)

Is it possible to create a NPR-acting faction that can be modified by the SM?  Like a UN vs Luna situation, but I want to be able to define the starting condition for both. . .

Unfortunately, you can either have it be under computer control or you can control everything from the beginning.  There is no in between.
