Title: Colony Cost for Luna and Mars are 1.90?

They've been 2.0 for as long as I remember. I updated to 6.41 and my new campaign is showing the colony cost on those bodies to be 1.90. I do not see this documented in the changelog anywhere, and it does not seem to be a display error because the Summary window shows that I need 190 Infrastructure per million population. What is going on?

You have researched colony cost reduction in the logistics tree.  The first level is a 5% reduction in Colony cost, with further levels being 5% more each time.

Yup, figured it out right about now. The game started me with this tech. Until now I was unaware of its existence.
