Title: A dearth of scientists in certain fields

My current campaign, if I want to research energy weapons, bio, missiles or sensors I'm all set. . .  but I really need some pp.  Do I just research with non-specialists? Is their a way to increase # of incoming, can I fire some in hopes of getting new? etc. . .

The only way to improve your chances of getting scientists are building more academies, but their specialization is still random.
If you truly need it, non-specialists are the way to go.

Yes, research teams can be assigned outside of their specialty,  they just don't get to use their bonus %.

Actually they get their bonus, just in their specialty they get their bonus x4

Technically, the base skill is the +0 to +50%. The bonus is the 4x the base in their field. :)
