Title: civilian garrisons

Seems like this is new, since I last played a few years back: I noticed that, when civilians build a mining outpost, a garrison is automatically stationed there as well, even taking up one of my officers to lead it.

Can I move those garrisons around freely, or are they bound to the civilian colony?

you can move the battalion around freely.
