Title: Multi-species empire at start

I want to create an empire that has multiple species in it at the start of the game. is there any easy way of doing that, or do I just have to create an entirely defenceless empire for them, and manually annex it?

Can you not simply make the new empire on the planet body of your choosing as a player empire. Then just use the transfer button in the pop window?
