Title: Officer Training

Will officers assigned to fighters develop their initiative and crew training at the same rate as officers assigned to, say, civilian freighters?

I keep about 30 useless fighters around as just a jobs program for young officers. As you'd expect, they're picking up a lot of fighter skill, and that skill doesn't really interest me. I want commanders for my ships of the line who have high initiative. Am I going about this all wrong?
