Title: Clear outstanding contracts on capture

There's lots to do when you capture a site. Checking for unwanted shipping contracts is an easy thing to forget and it can cause painful disruptions if you do. It'd be nice if these got cleared automatically.

Which leads to the additional feature of reminding you if there were outstanding contracts on one of your colonies that someone else conquered.

Also, don't forget to link from the official thread so your suggestion doesn't just sink without a trace.
