Do other species count towards another populations Manufacturing Efficiency Modifier and/or Worker Shortage deficit? If I have one species with a population short 130 million workers can I ship in another species to help bring production up?

A different species would have a different population. You could ship the extra installations from one population another, even if both were on the same planet.
