If a staff position is rate M3, and the rank 3 officer in place gets promoted to rank 4, what happens?

There is no immediate effect. However, next time you change Task Force commander you will need a R5 officer.

Which is the ability required for an officer in the Staff team related to the following positions_

• Public Affair
• Operations

Public Affairs is diplomacy
Operations is Operations.

Note that half of the Operations officer's Crew Training Rating will be used as part of the Task Force's Training rating. So a Commander with training 200 and an Ops officer with training 100 give a fleet Training of 250.
