Title: Fleet Headquarters staff

In putting together a Geo-survey team I recently snagged a guy that was previously assigned to logistics post in fleet headquarters.

I'm assuming that he did lend his bonus to my overall logistics bonuses prior to my snagging him.
1) Is that correct?
2) Is his bonus added at the full rate or at the 1/4 rate used for the head guy at fleet headquarters?

1) Yes he did but in only in the system there the TF HQ is located.
2) Full Bonus.
