Will civilian shipping use nebula systems or avoid them?

I read the wiki like they work fine in nebulas but just slow down.

Yes, it says that nebula's affect ship speed in general, but atm I am not seeing anything specific about civilian\commercial shipping lines (not commercial designs). I have this vague relocation that civies avoid it like they avoid combat zones, but i'd like to confirm it.
