From the 7.20 Changes;

The Particle Lance retains the constant damage of the Particle Beam, creating a weapon that can penetrate enemy armour at significant range.

I have always assumed that all beam weapons have the sample penetration template, all damage applied to a single armour column like lasers.

What does the penetration look like for particle beams and individual rail gun projectiles?

Through the wiki link you can see some picture of missile and laser templates, so it isn't difficult to see the third one in between.
