Title: Civvie ship designs / fractions of installations

I remember old versions when you could see civilian ship designs, but I can't find them anywhere. Also, I thought there was a way to see how many fractions of installations (e.g. 0.65 training facilities) a colony has.

In the class design window there's a checkbox in the bottom left to show civilian designs. It's not visible in reduced height windows.

In SM mode, on the F2 'Population & Production' window you can see the amount of various installations to five or six decimal places.  in some other places too, but I can't remember off the top of my head which ones show it and which ones round down to whole numbers.
