Is there a way to place a civilian commander on a conquered planet to speed up assimilation?

Through the same way you would swap out any commander, through the leaders window.

Is there a ability that speeds up the process? Like diplomacy or other?

I think the only thing that helps with population culture assimilation is the ratio for the "police" forces on the ground. The higher the total combat strength you have on a colony the faster it will convert to imperial population. On the ground units tab of the F2 window are two sections "Occupation" & "Police strength" these are the areas to look at when helping to assimilate a population.
