Title: Help with NPR themes

So I know how to add normal themes and ship names etc, however do NPR's need to have things like system names and commander ranks to function? If I were to simply leave them with two blank files for systems and ranks then fill out a classes file with they function correctly?

Also in regards to classes are they chosen at random or can I to some extent influence things? For example would class names at the top/bottom of the list be used in preference of size large/small ships?
