Commercial passive sensors?

I recall that in VB that if we made passive sensors a certain way, they'd be considered commercial sensors. I can't for the life of me find that information in either the VB or C# forum areas.

How do you make commercial passive sensors, so that my freighters and such know to leave the system if they're alone?

Make then 1HS or lower.

You can even have active sensors as long as they are 1 HS or lower
