Officer Corps

Steve, did you change the starting amount of officers?

In a new game, I've got 2 RC3, 7 RC2 and 22 RC1. Not counting the Admins and GC leaders. Or did you undefault an option I missed?

The only change I made was not to have an officer in every naval rank. With the addition of admins, high-ranking naval officers are no longer necessary at the start. The total number of officers hasn't changed but they are split between all four categories.
