Is it possible to have ships with sensors that are not classed as military for maintenance? If so, how?

Not positive on active sensors, but passives are civilian if they are 1 hull space.

so is it viable to make civilian sensor ships? If so, what kind of design should I be going for?

PDCs can also hold massive sensors without the maintenance requirement if thats what you are interested in.

Its not really viable, size 1 sensors are quite short ranged, but you could make a picket.

in my experience size 1 actives are civilian grade
In my humble opinion anything that could be considered a balance issue is a moot point unless the AI utilize it against you because otherwise it's an exploit you willing choose to use to game the system.

There is a drop-down menu on the design screen that normally reads "ship" (Top-center). Change that to "PDC". Done :)
