Although the Mellor-class cutters have provided valuable piracy suppression, it is unlikely that a colony system's typical complement of 1 or 2 cutters would be able to stop a dedicated surprise attack.
In such a scenario, the Cheyenne Mountain-class missile bases are the units that would shoulder most of the heavy fighting until the Fleet can arrive. Heavily armed and even more heavily armored, these bases were designed to be a match for any two or three comparably sized heavy warships, or a small fleet of lesser vessels. This unit's only drawback is that it does not mount any beam or projectile turrets, but in order to keep the base's overall size within the bounds of reason that capability was delegated to a future class of auxiliary bases. It takes approximately 6 months to prefabricate one of these bases on Earth, depending on the amount of industry allocated, followed by 9-12 months of assembly on-site for most worlds in the 25-30 million population range.
