I dislike the idea of giving one player a head start on a vital technology based on random chance.
But if you want to limit expansion, I would be ok with a event to unlock it for all nations.

I am actually now thinking, where I feel the players have exploited sol enough, plus had some twists and turns in the SOL system, I will random roll where one player will discover wormhole. They then get a 1 year headstart before it becomes public domain or can farm out the research at the time for other people.

My main reason is by keeping it to the SOL system to start off with, it will keep thing manageable

Could you elaborate on "until a random roll per player per turn"? I don't exactly know what you mean by this.

The reason I like this is it make the exploitation of Sol a priority, and Grav research should be much later into the game.

Also there is a few reason in my own mind that gamewise I can incorporate instead of a quick expansion game, also cpu cycles are lower to begin with.
