Title: Suggestion: Maximum population setting

With eccentric orbits comming, overcrowding issues are bound to appear as supported population fluctuates.

What I suggest is either hardcap setting for specified population player would pick, or option to not allow more than minimum population supported in the orbit.

It would ease up on overcrowding issues as planets reach their maximum population.

I don't think I'll use it as probably if it ever going to be balanced it would require several iterations and people playing etc.

I find myself in a sweet spot atm with current colonization in house limitations on standard orbits.

I don't think it is needed. Previously, Steve has indicated that civilian shipping lines will at least try to respect the maximum colony cost when deciding to ship colonists (i.e. minimum population). If the player wishes to go above this they can do so with player-owned colony fleets and accept responsibility for reducing the population later if needed (or shipping more infra).

Population will grow even if civs respect min limit. I propose this not as stopgap for civs but general pop. It would be a hardcap like maximum planet size, removing even pop growth once reached.
