Meaning of IP

I got this IP21, now at IP27  ??? Have no clue to its meaning...

I don't remember when I added that, but its definitely been there for at least 8 months because the last patch was in May 2021.

The IP has always only started showing on population contacts when you begin to accumulate intelligence points through ELINT. I think it's been this way since C# first dropped.
