Where do you see how many trained crew members you have available? Never mind, just checked the academies tab and saw it.

It can also be worthwhile to use it for some of your regular ships if you have a large number of officers with a good crew training bonus. By the time the ship finishes fleet training it's crew grade will normally have risen enough to take it out of causing a penalty.

It's good for freighters and other noncombatants that aren't required to be able to respond to orders quickly during battle to change heading or 'fire all missiles at that one over there!'.

They won't consume trained naval personnel from the academies.
