Executive Officer - Assigning not allowed

I have survey ship on which I also have an auxiliary bridge.   But I cannot add the executive officer.   When I go to commanders' page, select 'executive officers - military' (also tried commercial), I am not given the option to add the executive officer.   Am I missing something?

Make sure you have an office of the appropriate rank (I would start with your lowest) selected - while the Captain slots will show up regardless of the selected officer, Executive Officer and the other staff officers are very picky and will only allow officers of the exact rank and, in fact, will not show the slot unless an officer of the appropriate rank is selected.
