it IS possible to delineate the boundaries, but it's a little complicated to get them to comply. Reading through the diplomacy rules should help you figure out what is going on.

I don't really understand the mechanics of diplomacy.
Long ago founded a colony with 250 automated mines. She extracted resources for herself, there was nothing bad. And suddenly messages from NPR begin to come - they ask me to get out of their territory! How so?
I arrived at this colony 30 years before them.
How does it even work?

Is there some way to "delineate the boundaries" so that the AI doesn't start counting its territory with my colonies?
The NPR doesn't know how long you've been in the system, and time is not considered a factor for claims.
You can claim the system yourself in the Galactic Map, in the Miscellaneous tab.

Understood thanks! That is, as I see it, the main factors that XXX takes into account are my military power that he knows about and my population in this system NPR Interesting. Those. having quickly transported a huge pile of people into the system, and showing NPR a huge fleet, is it possible to "take away" the systems from it without a war? Really curious.

Yes, exactly. They're not going to take you seriously if you claim an empty system but they will also not take you seriously if you have no stick to accompany your soft-spoken words.
