I think this is exactly what he wanted. A missile with a better chance to kill an armored missile coming at him. The larger warhead makes it a lot more likely that it will get through and destroy the incomming missile. Remember the formula is (warhead/(warhead+armor)) so upping the numerator from 1 to 3 is going to help a lot, especially against missiles with only 1 point of armor. Then the chance of success goes from 50% to 75%. It allso makes them a little bit better when used against an enemy ship as it will take out more armor on each hit. It is still sanding away at the armor, but it will be faster at it.

Correct, I designed a missile that would have a better chance against my own armoured missiles. It was also an opportunity for the Navy to give their missile defence ships some offensive capability (all under the pretence of claiming that they were defensive missiles

). That said, there could easily be typos in the text.
