you have an error in line 2 of this csv that prevents import.

Exceptional Service Medal,Having shown exceptional performance of the highest degree in service of humanity, outside of combat,ESV,250,N,service_exceptional. png

That comma after "humanity" cant be there.

You can also replace any commas in the descriptions with a similar Unicode character. I have used U+201A in the past which looks like this: ‚

Because I couldn't find one, I'm posting my modified csv that has more balanced point values.  Or at least I think they are.  I have added the governor and service medals from these two posts:

I don't know what happens when you load a CSV pointing to ribbon images that don't exist, so I recommend adding those to your medals folder in addition to the main one on the first post, before importing the attached CSV.
