Title: The Chicxulub Crater debates

Use this thread for public debate and discussion, if it gets too messy I'll split things up.

The diplomatic situation as it stands on January 1st 2035 is fairly decent, nations generally trade with each other fairly and regard each other as fellow survivors, with a bond that transcends national borders. At least that is what they say to their loyal public. In reality the only major things agreed on is trade and mutual defense against more Invader incursions. Relations are cordial though in most cases, with the exception of Neo Italy, which thoroughly creeps everyone out, and Inuk, which doesn't talk much and has not been bothered to send a representative regularly for some time.

Ambassador at the Chicxulub Crater= Original himself. (or so it's told)
Troops stationed at the Chicxulub Crater= three low tech armor and three low tech infantry. to increase creepyness, each of them only wears helmets which are completely black on the outside, (like astronauts helmets) but they can see just fine (polarized glass?)

Messages to the rest of the people:
"well then, does any of you have plan to exploit this good quantity of materials and resources in here? radiation apart, obviously" the guy speaking is happily smiling, sitting on the chair his hand crossed on the air, his arms on the table. (like the "excellent" of mister burns) "i have the feeling that Russia would greatly benefit from our interest in their ... space, that's why, i just wanted to warn that we will start heavy colonization of russian territory. Most of it is empty after all, and italy is soo small, and you wouldn't have an idea how much more industrial complexes i am building..."

Ambassador Sugawara Masakiyo is positioned at the Chicxulub Crater and its international territory, acting as the spokesman of the Japanese Alliance. Through the course of the last two years vague reports about a potential build-up of arms in territory of both the Northern Kingdom and Inuk have reached the ears of his country and Prime Minister Seiko has issued him with political investigations into the matter.

"Trans-newtonian technology is a leap in the scientific knowledge of the human race. It presents us with a great many opportunities and new fields of research. But the past has shown us - quite visibly - that the new elements can also be used as a means of war and destruction. We all have seen felt the swath of havoc the Invader's weapons caused on the surface of our blue planet and on the citizens of our nations - Their scars still mar its surface and our society.Thus I have to announce the concern of the Japanese Alliance and its people regarding vague information about military activities of the Northern Kingdom and Inuk.
The wound trans-newtonian weaponry caused on earth is still open and bleeding, half the Earth left without proper government and law. Because of this, we the Japanese Alliance would like to propose a debate about restrictions upon what armament we all bear on our mutual planet and how the technology concerning such weaponry should be handled, as an act of despair in face of a new use of Invader arms may render our scarred planet entirely inhospital."1

1 Due to the japanese language and how they learn other lanuages most of them have a distinct accent, making them pronounce a faint 'u' or 'a' after a word that ends on a consonant. Ambassador Masakiyo has such an accent and it's quite audible in his case.

The Ambassador of the Mediterranean Community, Akram Qasem, shares his thoughts on recent events.

"The Mediterranean Community would like voice its own concerns about the unconfirmed reports of events in the Northern Kingdom and Inuk. Like the homourable Ambassador for the Japanese Alliance, we feel it is of utmost importance to focus our efforts on constructive uses of the limitless possibilities afforded to us by the new trans-newtonian materials. In the wake of the Invasion, we cannot afford to misuse these as a means to resolve conflict as humanity has all too often done in the past. We would like to announce our support of the motion by the Japanese Alliance to open a debate about armament restrictions, along with a proposal for transparency in all weapons and defence projects for the future. Thank you."

Ambassador Lord Thomas of Ashford, 1st Baron of Ashford, is the Northern Kingdom's representative on the neutral grounds of the Chicxulub Crater.  Since the arrival of the diplomatic team in 2035, the ambassador spent most of his time in the recently finished Ambassador's Manor.  When debates started that involved the Northern Kingdom, the ambassador was suddenly quite active.  The rising activity made the Manor and surrounding facilities for the other representatives look similar to a startled anthill.

After a few hours a press conference is called in front of the Northern Kingdom Embassy.  The following is then streamed live to the rest of the Embassies.

A secretary enters the podium.

"In the name of Her Majesty, Queen Louise the First of the Northern Kingdom, Ambassador Lord Thomas of Ashford, 1st Baron of Ashford, will now speak to you. "

The secretary steps down and the Ambassador enters.

"I, Ambassador of the Northern Kingdom, Lord Thomas of Ashford, 1st Baron of Ashford, shall now speak to you, in the name of Her Majesty, Queen Louise the First of the Northern Kingdom, about the recent concerns of our neighbours involving apparent 'military activities' in our Northern Kingdom.

First, however, I would like to speak praise where praise is due.  Our renown geology team, led by Veronika Zacharias, has made incredible discoveries.  Only a few years back they found large deposits of Trans-Newtonian materials.  This is only a small and only one example of the efforts and the contribution of the Northern Kingdom for a better life on our planet – for everyone.

We also lost a very scientist, Prof.  Lothar Tell, a few years back.  He was a very important member of the scientific society, especially on the subjects of Trans-Newtonian technology in the areas of Ground Combat and Logistics.  His death was a fatal blow.
However I want to dismiss all claims that he died in conjunction with any research regarding new weapon systems.  His death was a very tragic car accident and his family is still in grief.  No wild theories about his death will change that fact.

Our glorious Northern Kingdom has nothing to hide and we strife to improve the life for everyone on this planet.  We do not wish for conflict.  All reports of military academy are simply training exercises.  We always want to be prepared to defend ourselves, nothing more.  Equipping our troops with state of the art equipment is part of this defence improvement as well.
Our kingdom is of course open to all discussion if we can avoid conflict this way.

We cannot speak for the Inuk however, and we do not have any other information on them either.  Any and all connection between them and our efforts are non-existant.  I am also sorry to inform you that I have no time for questions right now, so I will take my leave.

All hail Her Imperial and Royal Majesty Louise the First, Queen of the Northern Kingdom! All hail the Northern Kingdom!"

Leaving the shouting press behind the ambassador then simply turns around and retreats into his Manor.  The gates to the Embassy are quickly closed and the press left outside.

"i'd like to comment that we do not care wherever or not the inuks or the northern kingdom trains troops to conquer half the world, we do care to state however, that in the event of any wounding coming to even one of our citizen, we shall declare complete and total war against any attacker and begin mass missile barraging, with no qualms on what gets destroyed or killed...We are legion. Kill one of us, and suffer hell out of the rest. This is quite frankly all the Original will say on the matter, on other news right about now, we are ready to begin building the first ships. The Northern Kingdom's reply managed to alleviate most of the concerncs the Japanese Alliance had concerning the near future - Inuk however remained silent as they apparently often did, which didn't sit well with the officials back in Japan. News from Neo-Italy however right-out startled both the Alliance government and civilian population, as their message could only be taken as a direct threat towards the entire human populace of Earth and not be blamed on a bad choice of words. Hence, Ambassador Masakiyo announced another official statement:

"The quick response of the Northern Kingdom was well received with the Japanese Alliance - We have to thank the Northern Kingdom for their consideration of humanity's well-being, the efforts of Veronika Zacharias and her team. I can assure you, Ambassador Lord Thomas of Ashford, that the loss of Lothar Tell is griefed among Earth's scientific scene. Due to the nature of the reply, we see the Northern Kingdom as willing to participate in a global contract to restrict weaponry station on Earth and consider them an Ally in the debate for the exact points of such an agreement.

However, I have to address a different and more sombre matter as well, namely the public statement of Neo-Italy.
We were already aware of the indifference the Neo-Italian population and government shows towards the outside world, but we believe that even they cannot be without an opinion on the armament of fellow nations on Earth. Further, I can name the direct and pronounced threat of using nuclear weaponry as the answer to any kind of opposition towards Neo-Italias plans as nothing less but unacceptable. It is an outrage to also announce the billing of any civilian casulties and furthermore even the implication of purposfully destroying civilian structures and persons. We believe that an apology of the Neo-Italian government regarding their violent, obviously irresponsible and even self-destructive retort to show their dishonesty with such serious inhumanly barbarous words.
We, the Japanese Alliance, deem it important for all greater nations of the planet to participate in the debates and hopefully the restriction of arms - And even the Neo-Italian populace cannot live on a irradiated and devastated world that nuclear or trans-newtonian weaponry would caus."

The scene inside the Northern Kingdom Embassy remained quite hectic and seemed to reach a high point after the public statement of Neo-Italy.  All requests for statements regarding their public address were refused and the Ambassador and the Northern Kingdom remained silent, awaiting someone else to make the first step.

After the Japanese Alliance stepped forward the situation in the Embassy seemed to cool down a bit and after their statement the Ambassador of the Northern Kingdom, Lord Thomas of Ashford, 1st Baron of Ashford, addressed the public as well.


"I, Ambassador Lord Thomas of Ashford, will speak to you again today, in the name of Her Majesty, Queen Louise the First of the Northern Kingdom.  Certain things have come to our attention, but first we want to appreciate the friendly response from the Japanese Alliance and their appreciation of the efforts of our glorious Northern Kingdom.  Both our nations seem to pursuit the same goal of a peaceful world.

I am also pleased to announce that Her Majesty, Queen Louise the First, has stated her interest in treaties between our Northern Kingdom and the Japanese Alliance, beneficial to both our Nations.  I will not be able to respond to any questions regarding this issue as of now, but Her Majesty believes that we would benifit from a joint effort of our Nations.

Now, however, I have to address a more negative and pressing issue indeed.  I mean, of course, the public statement of Neo-Italy.  We agree with the Japanese Alliance and Ambassador Masakiyo and we, especially, would like an apology from Neo-Italy, as we will not stand for any accusations of planning a world war.  In the aftermath of the Invasion no one would want this and Her Majesty, Queen Louise the First, is shocked by such accusations of the Neo-Italy government.

Talks regarding the issue of armaments and their usage on our dear planet are deemed necessary by Her Majesty.  With their statement of expanding this issue into the vastness of space, our Northern Kingdom also deems it necessary to discuss the issue of armaments for spacefaring vessels as well as the issue of claiming territory in our solar system.

While Neo-Italy's venture into Russia may just be a smaller issue, we do not wish to think about the impact of their policy regarding other places in our solar system. "

A short pause by the Ambassador.

"All hail Her Imperial and Royal Majesty Louise the First, Queen of the Northern Kingdom! All hail the Northern Kingdom!"

The original laughs. "i know, i know. but it's best to poke the underground nest once to see if there are ants or rattlesnakes down there. Now have one of my clones issue an apology, they won't even recognise the difference. And in the event that they do try something military, their own words about "having to work together, not wishing for war" shall bite back at them, and at their popularities polls. Oh, yes, i was nearly forgetting. Have the new batch of citizens ready by the morrow, we will have them have some tourism around the world. Maybe have them transferred in other countries. Couple centuries, and everyone will have black hair and eyes. And they won't budge against our peoples transfers...after all "we must all work together, right?" and i "can't" imprison my own people in italy...if they "wish" to leave it... "

"i am here to make a public amendment to my previous speech to the nation. Most probably due to fervant patriotism and brotherhood my words ended up transfigured by the newspapers...as sadly it's become an italian costume, which i am in the process of cleaning up. I offer my deepest and sincere apologies about the incident. I would like to recall however, that neo-italy is the first in not wishing a war, since the brothership which unites us is stronger than that of anyone else, it's the bonds of blood and family. That is why when i received reports of weaponizing, i acted rather foolishly, nobody likes to see his own family menaced...isn't it right?"
*there are loud claps from the entire italian population present at the crater...which is quite eery, if nobody else claps*

An excerpt from emperor Gregor's introductory speech to the Chicxulub assembly.  

I am however concerned by resent  talk of limiting military development.  
While peace is an admirable goal, and it is true we must be careful not to destroy ourselves with our newfound power, it is still crucial that humanity has a strong military.  
We don't know where the Invaders came from, but we do know they were programed to destroy us.  
And for all we know their creators are still out there building  improved models as we speak.  

I've lost too many good men and women fighting those rustbuckets with what might as well have been rocks and sticks.  If I have to face them again I want it to be on equal terms, or better yet with an unfair advantage.  
That is why we must have a strong defense.

Only a few days after the reports from the Esperanza reached Earth, the Northern Kingdom Embassy was busy again.  Shortly thereafter Ambassador Lord Thomas of Ashford appeared again to address the other nations and the public.

"In the name of Her Majesty, Queen Louise the First of the Northern Kingdom, I, Ambassador Lord Thomas of Ashford, 1st Baron of Ashford, will speak to you today.

As you all will sure have heard, the Communidad Mediterraneo launched a trans-newtonian ship into space.  This ship sent back reports about Mars.  Not only are there reports of important mineral deposits, but also reports of alien ruins. "

He makes a short pause, then continues once the words have set in.

"Our glorious Northern Kingdom already sought debate in the matter of ownership of solar bodies in our solar system.  Now that we have this information about Mars, this issue is more important than ever.  Especially since the Communidad Mediterraneo has remained mostly silent so far, we seek a response from their Ambassador Akram Qasem on this matter.

With Mars most likely playing an important role in the coming years, there cannot be, I must emphasise this, there cannot be a single nation claiming Mars.  If Mars is truly this important and especially with the alien ruins located there, it is a place of international importance and Mars has to be shared among all nations of Earth.

In the name of Her Imperial and Royal Majesty Louise the First, by the Grace of God, Queen of the Northern Kingdom, Defender of the Faith, I demand immediate response from all nations of Earth in this matter.

All hail the Northern Kingdom!"

With these words the Ambassador retreats into the Embassy.

"As you are by now no doubt aware, our survey vessel Esperanza has transmitted their incredible findings on Mars back up to us. What they have discovered is of unparallelled scientific value to humanity, and because of this, I wish to reassure you that the Mediterranean Community remains dedicated to humanity first and foremost, and as such has no intention of even trying to declare sole rights to such a find. It our policy that the solar system and its resources are for the advancement of humanity as a whole, and that we cannot afford to, in light of both the Invasion and now this discovery, to allow ourselves to be fractured over petty disputes. Thank you."

After the report from the Esperanza almost a week passes before the Japanese Alliance officialy reacts and ambassador Masakiyo announces the newest statement:

"The Mars Discovery by the Mediterranean Esperanza is a decisive event in humankinds history. After we saw our first contact with extraterrestial life in 2017 we now see the second such contact, albeit in a different way. We gladly take note of the initiative of the ship's captain as much as the positive attitude the Mediterranean Community shows towards the entire affair.

Without doubt, all nations capable of it will reach out for the stars, and those who aren't will follow soon. As much destruction as the Invaders have brought humanity, as many new chances they brought with their proof of trans-newtonian minerals and technology. Mars, a thankfully less life-threatening discovery so far, could cause another grand discovery or leap in scientific pursuits - but also shed light into who or what might have created the Invaders and whether they're still out there. But as we have experienced with the Invaders extreme caution has to be executed by anyone coming in touch with the ruins on Mars' surface.

Both ambassador Akram Qasem and ambassador Lord Thomas of Ashford gave word to what we, too, believe is the right stance all nations of Earth must have towards our solar system - We see no other way than to declare Sol as international space, preferably regulated under an international convention signed by all major nations1 (http://aurora2.pentarch.org/index.php/topic,4007.0.html) that regulates the upcoming exploration, exploitaiton and travel within humanity's crib."

Adam Renaldi is a quiet and reserved man and though always accessible to his colleagues at the Crater he rarely addresses the assembly. Today however, he approaches the podium briskly.

With a pleasant smile he speaks, "Fellow ambassadors and representatives, these are momentous days indeed. for myself and on behalf of the Defense League I would like to congratulate the Communidad Mediterraneo for their glorious achievement of trans-newtonian spaceflight. I would also like to pass on our congratulations and thanks to the intrepid crew of the Esperanza and her captain for their truly important and compelling discovery of the ruins on Mars.
"We also pass on our thanks to the Mediterraneo for sharing this information with all humankind.
"As others have stated before, more eloquently than I could, that the Sol system should be shared by all the Child of the Earth. We heartily endorse the proposed treaty idea and will support it's drafting and signing.
"Thank you."

With that he steps down and returns to his delegations area.

A statement by Harvey Briggs ambassador to the Chicxulub crater

This is a momentous occasion, for the first time mankind has traveled to a planet that is not our own.   
It is a credit to the crew of the Esperanza that they were the first of what we hope will be many explorers of this Trans-Newtonian age.   
I would like to take this opportunity to state that the Empire of New Canada wholeheartedly agrees that the solar system should belong to all humankind.   And we will support a treaty to that effect.   

However this bright day is not without it's shadows.   The ruins on mars show that the alien presence in our system is more extensive then previously thought.   That is why we are calling for discussion of a unified defense of earth.   We don't know what's out there, but we mustn't be caught off guard.

In early autumn of 2039, nearly a year after the transmission from the Esperanza, ambassador Masakiyo presents the Chicxulub embassies with the first draft of an international treaty to regulate ownership of stellar bodies in Sol.

  • Desiring to develop and maintain the status and security of the Sol system in a fair manner,
  • Recognizing the need to introduce new international rules in order to provide adequate solutions to the questions raised by new economic, social, cultural and technological developments,

Article 1
General obligations

Each Contracting Party undertakes never under any circumstances:

  • To declare a planet or moon as governmental property of their nation or to enforce, in any way, an inofficial state comparable to such;
  • To assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a Contracting party under this treaty.


Article 2
Definitions

  • "Planet" means a celestial body orbiting a star or stellar remnant that is massive enough to be rounded by its own gravity, is not massive enough to cause thermonuclear fusion, and has cleared its neighbouring region of planetesimals.
  • "Moon" means a celestial body that orbits a planet and is of sufficient size not to be declared an asteroid.


Article 3
Exclusions

The Kuiper Belt and Outer Asteroid Belt1 are not protected by this Treaty.


Article 4
International cooperation and assistance

  • In fulfilling its obligations under this Treaty each Contracting Party has the right to seek and receive assistance, where feasible, from other Contracting Parties to the extent possible.
  • Each Contracting Party in a position to do so shall provide assistance for the ensured international status and security of any celestial bodies in the Sol System.
  • Each Contracting Party giving and receiving assistance under the provisions of this Article shall cooperate with a view to ensuring the full and prompt implementation of agreed assistance programs.


Article 5
Signature of the Treaty

This Treaty shall be open for signature until December 31, 2040, by any nation of Earth.


Article 6
Entry into force of the Treaty

This Treaty shall enter into force three months after 3 instruments of ratification or accession by nations have been deposited with the Chicxulub Embassies.


Article 7
No reservations to the Treaty

No reservation to this Treaty shall be admitted.


Article 8
Duration and withdrawal

  • This Treaty shall be of unlimited duration.
  • Each Contracting Party shall, in exercising its national sovereignty, have the right to withdraw from this Treaty. It shall give notice of such withdrawal to all other Contracting Parties in form of the Chicxulub Embassies. Such instrument of withdrawal shall include a full explanation of the reasons motivating this withdrawal.
  • Such withdrawal shall only take effect one year after the receipt of the instrument of withdrawal by the Chicxulub Embassies.
  • The withdrawal of a Contracting Party from this Treaty shall not in any way affect the duty of other nations to continue fulfilling the obligations assumed under any relevant rules of international law.

"The Japanese Alliance decided to pursue this matter urgently as all of humanity reaches for the stars and a conclusion previous to first diplomatic disputes would proof favourably for every nation's plans. We ask all nations of Earth to note, however, that this is but the first draft and intended to serve as the base for in-depth debates. We look forward to a lively contribution and hopefully soon ratification.
Due to the legitimate demur of New Canada we exempted all armament affairs from this draft. We believe that subject to be of comparable urgency, but also affiliated to a seperate debate and treaty."

1I have no idea how the outer asteroid belt Aurora puts into Sol is actually called.

OOC: I did some research into international treaties, but the matter is ... thick. To be honest, I think all I can write would be null and void before our modern international law. Hence, I 'just wrote something' that sounds good. Don't hold the treaty up to real international standards and take the wording for what it is. Please voice any questions concerning the comprehension in the Game Discussion thread - especially non-native English speakers but also everyone else.

"Gentlemen and Ladies,

On behalf of interested private and non-private interests we have reviewed the currently proposed treaty.

We have identified several areas of concern for our parties that have not been addressed in the currently proposed document.

I.
The document lacks any defined sanctions in the case of violation or infraction, by any signing or non-signing parties.
If sanctions are to be imposed, whether they are to be economic, commercial, intellectual, or military.
Obligations of signature members in the event of such an occurence.

This could lead to an inability to enforce, or could in worst case circumstances be used as justification for enforcement through destructive means.

I.A.  Obligation of signature members in the event of nonsignature members attempts to intentionally abridge or violate any or all signature members rights under said treaty.


II.
In light of the known existance of alien structures on at least one body covered by the treaty.

II.A..  Ownership or rights to use of any intellectual or physical property reclaimed from said installations are not addressed.

II.A.1.Ownership of intellectual property recovered and rights of the salvor.
If the salvor has sole rights to said property.
If the intellectual property is to be dispersed among all signing entities.
If the intellectual property is unrestricted and will require unrestricted distribution.

Of note:
The open transmission of the
Esperanza
could be used to set precedent in this case and could become the focus of future litigation.

II.A.2.  Ownership of any physcal property recovered and rights of the salvor.
If the salvor has sole rights to said property and value derived there of.
If the physical property is to be dispersed among all signing entities, or due compensation provided if such is not possible.
If the physical property is unrestricted and will require open access if possible.

II.B. Hazards incurred, indemnity, and 'reasonable prudence'.

In light of the known dangers present in the aftermath of the 'Invader' and the 'Chicxulub Incident'.

II.B.1.  Requirements for 'reasonable prudence' to be employed in the investigation or salvage operations amongst alien structures, and what this constitutes.
II.B.2.  Indemnity to third parties damaged if the actions of a signature party or non-signature party salvor result in destruction of property or loss of life to any third party.

(Our non-private interests represented feel concern with the current stance of certain 'Southern European' governments, and that an incident instigated by a signature party which resulted in another 'incident' which directly caused damage to the 'Southern European' governments property or personnel could result directly in hostilities to all signature members of the treaty.)

III.  Exclusion of the Earth to allow the continued sovreignty of existing governments.

Our glorious Northern Kingdom has taken some time to consider the proposed first draft of the International SolSpace Treaty and while we want this treaty to come to life, Her Majesty, Queen Louise the First, feels that there are a few issues preventing us from signing it at this moment.

Although we are unaware of the intentions of the W., W., & Sons Legal Consultation Firm or if and who contracted them, but the points they made are valid.

We would also like to note that all celestial bodies smaller than moons are completely left out of the treaty. This would mean that everyone could claim complete ownership of all celestial bodies of this kind, this would most likely include asteroids. This would exclude all nations except one of ownership and access of resources on said celestial bodies. This would mean that the first or fastest nation to claim said ownership would have all rights concerning these bodies. With the varying progress in space programs amongst the nations of earth, we feel that this issue has to be addressed, to avoid nations ending up with no access to valuable resources.

A statement by Emperor Gregor

Earlier today I  received a letter from the Japanese Prime Minister, asking me to apologize for the espionage team found operating in her country.   I'm afraid I cannot do that. 
Nations have spied on each other since before there were nations.   Even friends keep their eyes open, to make sure they really are friends.   Espionage is a part of the "game" of international politics.   And I will not pretend to be sorry when I'm caught. 

I do however wish to express my deepest regret for the injuries and property damage caused during the attempted arrest.    It was never my intent that my agents should make some stupid last stand.   The Japanese were our friends, and I hope that they will remain so.   

 I would also like to apologize for the behavior of my embassy staff.   It was completely  inappropriate, and those involved have been recalled to face disciplinary action.   

It is my sincere desire that this tragedy will not affect our relationship in the future.

"Honourable ambassadors from fellow nations of Earth, today I step before you because of several pressing topics.

At first, we must welcome the People's Socialist Canton Republic back onto the surface of our planet. We do not wish to overshadow the emergence of a new state, but we will wait for them to make a public announcement towards the Chicxulub embassies and yet have other, urgent matters to adress:

To start with the more pleasent progress, the Japanese Alliance can present a new draft of the International SolSpace Treaty, In its writing we did heed the commentary given by the Northern Kingdom and W., W., & Sons Legal Consultation Firm, of which both offered valuable intellectual input for this debate. The Japanese Alliance deems it necessary to annotate that within the current draft no active repercussions are intended for non-signing states, but that the various benefits extend only to those nations that sign the treaty - namely the sharing of ruin technology and security offered for any civilian or military operations beyond the tradional earthern borders - and that any blockade by even non-signing nations will be acted upon in accordance with the treaty to ensure its validity.
If however the general opinion is to inclose active repercussions and the necessary will to enforce such is present with the potentially signing nations we still urge these people to voice any ideas and concerns."

The Contracting Parties,

  • Desiring to develop and maintain the status and security of the Sol system in a fair manner,
  • Recognizing the need to introduce new international rules in order to provide adequate solutions to the questions raised by new economic, social, cultural and technological developments,
  • Further recognizing the need to maintain a balance between the nations of Earth and the larger public interest,

Have agreed as follows:




Article 1
Presence on celestial bodies

Every Contracting Party is entitled to establish a civilian presence on every celestial body of Sol, and may do so on its own accord with due respect given to previously established presences of other Contracting Parties on the same celestial body.

Every Contractin Party is entitled to establish military presences within the Sol system, but has to respect the international neutrality of celestial bodies and consider the security of civilian populations and installations. No large military bases may be eracted on the same body as a sufficiently large multicultural civilian presence and the colonisation after the establishment of a large military presence is reason enough to force a relocation of the military base.


Article 2
Obligations

Each Contracting Party undertakes never under any circumstances:

  • To declare a planet, moon or asteroid as sole and governmental property of their nation or to enforce, in any way, an inofficial state comparable to such;
  • To assist, encourage or induce, in any way, anyone to engage in any activity prohibited to a Contracting Party under this Treaty.

Furthermore the Contracting Parties are obligated to:

  • Protect the international neutrality and freedom of each celestial body within the Sol system.
  • Assist in any defensive maneuvers to ensure the continued freedom and security of any celestial body within the Sol system in accordance with Article 6.
  • Respect the established military bases and civilian presences of other Contracting Parties, keeping safe distances with own military units unless sufficient reason for an approach is given or an invitation is sent by the initial Contracting Party.
  • Identify their vessels upon flight within the Sol system whether it is a civilian or military ship.


Article 3
Handling of extra-terrestial remnants within Sol

As the Sol system is the crip of the entire human race the ruins located on Mars as well as any further abandoned extra-terrestial presence are regarded as the communital property of all Contracting Parties. As physical remnants are unique and undistributable the handling of intellectual and physical salvage has to be distinguished:

  • All finds within Sol have to be disclosed to the general public to ensure a fair handling of this matter and neutral observers from other Contracting Parties should be allowed to inspect salvage operations.
  • Installations salvaged from an alien ruin within Sol are the property of the salvaging Contracting Party. As information about what can and cannot be salvaged is lacking no fixed compensation can be assigned however. Exceptional finds are open for debate among the Contracting Parties whether a compensation needs to be made or not.
  • Intellectual finds in form of technology can and must be distributed among the Contracting Parties.


Article 4
Invader activities on celestial bodies within Sol

Should any remnants within Sol hold dormant or active Invader units within vaults or on the body's surface the celestial body is considered a war zone.

  • The Contracting Parties are obliged to cooperate and exterminate the alien presence as national capabilities allow.
  • Civilians are to be evacuated or otherwise safeguarded from harm from any Invader force by mutual military efforts of all present Contracting Parties.
  • Collateral damage is to be expected in a war zone and no reparations can be made unless the cause and victims can be seperated and clearly identified, in which case any loss of property needs to be replaced or otherwise compensated.



Article 5
Definitions

  • "Large" military bases mean a military presence exceeding the absolute neccessary size to ensure the safety of local civilian settlements under peaceful expectations.
  • "Large" civilian presences are any multicultural civilian presence on a celestial body exceeding the 100 million population mark.
  • "Sufficient reason" is only necessary for the approach of military vessels onto large civilian presences or celestial bodies solely hosting a military presence from another country. The ensured freedom and neutrality of all celestial bodies within the Sol system explicitly allows the approach of any planet, moon or asteroid by civilian vessels without any given reason.


Article 6
International cooperation and assistance

  • In fulfilling its obligations under this Treaty each Contracting Party has the right to seek and receive assistance, where feasible, from other Contracting Parties to the extent possible.
  • Each Contracting Party in a position to do so shall provide assistance for the ensured international status and security of any celestial bodies in the Sol System.
  • Each Contracting Party giving and receiving assistance under the provisions of this Article shall cooperate with a view to ensuring the full and prompt implementation of agreed assistance programs.


Article 7
Signature of the Treaty

This Treaty shall be open for signature until December 31, 2045, by any nation of Earth.


Article 8
Entry into force of the Treaty

This Treaty shall enter into force three months after 3 instruments of ratification or accession by nations have been deposited with the Chicxulub Embassies.


Article 9
No reservations to the Treaty

No reservation to this Treaty shall be admitted.


Article 10
Duration and withdrawal

  • This Treaty shall be of unlimited duration.
  • Each Contracting Party shall, in exercising its national sovereignty, have the right to withdraw from this Treaty. It shall give notice of such withdrawal to all other Contracting Parties in form of the Chicxulub Embassies. Such instrument of withdrawal shall include a full explanation of the reasons motivating this withdrawal.
  • Such withdrawal shall only take effect one year after the receipt of the instrument of withdrawal by the Chicxulub Embassies.
  • The withdrawal of a Contracting Party from this Treaty shall not in any way affect the duty of other nations to continue fulfilling the obligations assumed under any relevant rules of international law.

"Further important news are that the Japanese Alliance and the Northern Kingdom are approaching each other in a international union. Our two grand nations are willing to cooperate on a large scale and aide each other in times of need. For the time being no further information will be disclosed, but with current developements both our nations regarded it as necessary to publicly announce the support we offer oneanother."

The Japanese ambassador hesitates a moment befor proceeding in his speech.

"A much less positive form of progress is the incident between New Canada and the Japanese Alliance. As Emperor Gregor I deemed it necessary to release the details into public and turn it into a debate, so will the Japanese Alliance.
It is true that Japanese Alliance agents found evidence of Canadian "civilians" operating on Japanese territory for espionage purposes. Investigations turned up their intention to unreveal highly classified governmental information which apparently was collected to further the "security" of New Canada, as honourable Emperor Gregor I announced previously.

The Japanese Alliance takes his inabillity to apologise as quite the strain on international relationships between our two nations. However, as New Canada's most respected Emperor Gregor I, too, announced he doesn't trust the Japanese Alliance anyway, and according to his own words, doesn't trust any other allies he might have. In our opinion, this is both a very poor choice of words as much as an open announcement to conduct unprovoked espionage operations on both allied and neutral nations alike. That the entire team of operatives decided to rather die during arrest than face an open and fair trial and interrogation, the standards by which New Canada operates seem questionable at best.

We, the Japanese Alliance, see no other way than to further expect a now public apology by most respected and honourable Emperor Gregor I of New Canada to show that his words did, in fact, not mean the inhospitaility they seem to pronounce.

The Japanese Alliance does not spy on other nations. Our intelligency agency operates solely on Japanese territory. We trust our allies. And we do hope that this can be the standard by which modern and civilised nations operate."[/list]

Ambassador Kuan-Yin Lin step forward to the podium. Unlike westernise diplomats that tended to send old women Lin was relatively young in her mid 30's, but her English was impeccable as well as her appearance.

"The People Socialist Canton Republic thanks you for your hospitality. There is much work to do in the PSCR to make it the proud nation it was in the past. The Chinese people have always respected other nations sovereignty, and our history is not one of conquest. But built on trade and and mutual respect. We look forward to working with all of you in this environment.

As for Cantons internal and external policy this is a matter for the chinese people, no interference will be tolerated.

Thank you for allowing me to speak"

Her presentation was formally concluded she step away and mingled amongst her own people again

I must apologize if my words seemed inhospitable. Diplomacy does not come naturally to me. 

New Canada has never tried to hide the fact that we have spies, and with Japan's letter I thought I should make our position clear. In hindsight I see this was a mistake. I should have dealt with this privately and only then have made a public statement. I'm sorry for the turmoil this has caused. 

I realize now the gap between our views on espionage.  I have never seen simple spying as a hostile act. While we take steps to prevent foreign agents from operating within our borders, we sent our spies and expected other nations to do the same. 

The Japanese on the other hand have a less tolerant view. 
I apologize, it was never my intention to jeopardize our friendship. 
I have ordered a halt to all foreign operations while I reconsider our policy. 

As for the death of my team, they were never given orders to commit any act of violence. While I understand their desire to avoid capture, when they opened fire that was a hostile act that I do not condone. 

On a more pleasant subject. 
I to would like to extend my welcome to the newest trans-newtonian nations, the PSCR and the NDR. It is good to see order returning to the world. 

I'm also pleased by the continued development of the Solspace Treaty. I strongly agree that all humanity should work together to destroy any Invaders we may find. 

Once again I apologize for the controversy we have caused, and ask the forgiveness of Japan and the other nations of the world.

'The New Dutch Republic wants to make clear to the rest of the world, that the Yahoo Coalition is not an official nation by any standards. They are neither seen as one before or after the great invasion and thereby we insist that all other nations ignore any messages that they may receive from these mere terrorists.
Giving them nuclear warheads is against any international standards and doing so will mean breaking dozens of international laws. As some nations may think that after the great invasion international laws no longer 'count', the NDR has decided to regard any military help towards the coalition as a provocation towards us, and all other peaceful nations on Earth.'

 A Lyzander class drop ship sets down at the Chicxulub landing center.    Several soldiers wearing ebony colored armor with golden highlights.    Their faces are completed covered by blast shields and dark visors.    Once the area is secure two more soldiers descend the ramp ahead of a figure with red combat armor instead of ebony.    While the guards are armed the figure is not.    With two more flanking guards the person heads into the antechamber.   

 The person, obviously of some rank, ascends the steps and quietly looks around at the reaction that their entrance has made.    Removing the helmet and placing it upon the podium, the figure now identified as female speaks.    "People of earth, I have been ordered to report here and brief you on the current situation and to give you a warning.   " She moves a few strands of dark brown hair from her eyes, "I am High Admiral Daala of Shadowveil, we have risen from the ashes of the invasion and will not allow such a thing to occur again.   "

 She looks around at the assembled people, ambassadors and important national officials of important nations.    "Secondly, I also present you a warning.   Our lands are closed to those of other counties, no one may enter without prior authorization.    Anyone discovered within our claimed lands will be terminated until further notice.    The land is not peaceful.    Heed the warning at your own choice.    We will have more to say at a later date.   "

 After delivering her messages, she picks up her helmet, smartly and gracefully turns and leaves.    The four guards escort her out of the building and not to the transport like those might suspect, but to a relitively clear area.  It appears the command tent will be setup here and construction of an embassy will take place. 

 Over the next several days supplies and personnel are delivered and the quick prefab construction of an embassy, more like the beginnings of a small fortress, begins.  Things are raised quickly and within a few months a new building and a well defended one is setup.

 (Yes, only slightly militaristic :P)

After a few days without many words, but much seen activity, from the Northern Kingdom embassy, the ambassador at the crater, Lord Thomas of Ashford, 1st Baron of Ashford, finally stepped up to the microphone again for an announcement.

"With all the current revelations and announcements by other nations, the Northern Kingdom and Her Majesty, Queen Louise the First, needed time to analyze the current situation. We have more and more new nations, legitimate or not, suddenly turning up on the big stage. With the aggressive or uncooperative stance of some nations the current situation is starting to look dire.

We are still glad that positive progress is made as well, especially with the upcoming union between the Japanese Alliance and the Northern Kingdom. We hope that we may be a shining example to the rest of the world and that we may disclose more details of this union to the public soon.

In the name of Her Majesty, Queen Louise the First, I am also glad to announce that the Northern Kingdom agrees to the International SolSpace Treaty. We hope that this treaty will carve the peaceful way for humanity into space.

I and Her Majesty, Queen Louise the First, also hope that the other nations will reconsider their drastic positions. It should be clear to everyone that we should work together to proceed into the future."

As 2043 nears its end, Japanese Alliance ambassador Sugawara Masakiyo steps forward once more. Just prior to this public appearnce, a plane arrived from Japan which was greeted by the commanding officers of the Japanese military currently present at the Chicxulub crater, as well as the ambassador Masakiyo himself, the Korean delegate and the entire staff of the Japanese embassy.

"Honourable ambassadors from fellow nations of Earth,

The Japanese Alliance doesn't welcome the obviously aggressive stance the New Zion Defense League brings to bear on its western "expansion", especially as the inhabitants are organising themselves and showing disagreement with the New Zion Defense League's plans. However, the message and tone of the Yahoo Coalition which might or might not be received by most trans-newtonian superpowers made it clear that weapons of mass destruction might be in their possession and their will to use it against not only the aggressor but the entirety of Earth. Due to the complexity of this situation and whether the "leaders" of the Yahoo Coalition can or cannot do what they promise the Japanese Alliance will not intervene in this conflict.

In regardance to the Shadowveil, we feel the need to express that the Chicxulub crater is international and neutral territory. While every nation maintains a small military presence I believe to speak for more than just the Japanese Alliance when I ask you most politely to keep the embassy a civilian structure. However, every nation representing itself here shows the will to parley, which is a good sign.
The same welcome goes to the New Dutch Republic, of course.

I wish to conclude this announcement with a definite positive message and with delight I can announce that the International SolSpace Treaty is now considered finalised and will be deposited with the Chicxulub Embassies. Copies of it will be sent to each nation present at the crater, although official signing will have to be done here by either the head of state, the minister of foreign affairs or an explicitly authorised representative.
The largely positive responses we received upon our latest draft made us conclude the treaty nearly unchanged from the last version I did present just early this year. The only notable difference is the new Article 2, which exempts Earth from any restrictive regulations imposed on military presences by the treaty.
This addition was suggested by the W., W., & Sons Legal Consultation Firm, but we did not deem it necessary until recently. However, closer inspection revealed that without such an exclusion the treaty would make most standing militaries illegal on Earth."

Prime Minister Seiko can be seen escorted by a small entourage of guards and the two ambassadors of the Japanese Alliance. The guards take discreet positions without attracting much attention and without making a public statement Seiko heads for the Treaty and signs it as the first nation in the name of the Japanese Alliance, which is answered by a small applause from largely Japanese staff nearby and a flashlight of photographers (which coincidentally are also mostly Japanese). She leaves as quickly as she had appeared, although paying a brief courtesy visit to the Northern Kingdom embassy, albeit without an entourage of guards.

'The New Dutch Republic feels saddened to announce that they will be unable to sign the International SolSpace Treaty. In stead, the republic has made, together with ot's Canadian and Zionic [ooc](?)[/ooc] allies, a different plan. That plan is the Trade League. The Trade League's intent is to promote international, even interstellar, trade and ensures the safety of all of it's traders. While we certainly appreciate the attempts made to preserve the peace, the almost communist appearance of the treaty makes it impossible for a nation that has any intent to trade or colonize outer space.

While the Trade League will permit it's members to sign this treaty, it certainly does not encourage it.'

Just as the announcement of the finalisation of the SolSpace Treaty reached the Northern Kingdom Embassy, a fleet of three private jets started from the Pendragon Palace's own airfield. As they arrive at the crater, two of the jets reveal a total of two dozen guards. From the other jet a dozen female assistants and Queen Louise the First of the Northern Kingdom can be seen emerging. The guards guard her on her way to the Embassy, a dozen on either side of the Queen and her assistants, who are then greeted by all the staff of the Embassy standing outside.

While a dozen guards follow the Queen and her assistants inside, the other take positions outside, guarding the perimeter. The Embassy becomes especially busy on this day. The Queen does not make a public statement and can only be seen leaving the Embassy after the visit from the Japanese Alliance's Prime Minister Seiko.

"on another note, do not be worried about possible explosion in the italian mountains, we are testing new types of missiles, and trans-newtonian materials tend to be a bit...ah...volatile. But no harm should come to any nation. just, if you hear the booms, it's us." and that too was done.

 Stepping up to counter the Japanese point, her helmet removed and no where in sight, High Admiral Daala speaks to the assemblage, " The invaders do not recognize neutral ground.    They do not know mercy, nor civility.    Should they return here we do not intend to die unprepared and ill equipped.    While we will not station a large army here we will be protected.   " An unspoken sentence but could easily echo in the minds of others, "Protected against other nations as well .   .   .   "

 Looking around, "As for the treaties, currently high command is deciding and has not yet gotten back to me.    I shall inform you of their answer when it arrives.    That is all.   " High Admiral Daala then steps down.   \
