Yes, that is what it looks like. That template is used by missiles, plasma carronades and ramming

Lasers have a much deeper template. a 6 point laser hit would be

A 9 point hit would be

Torpedoes and railguns are in-between missiles and lasers. For example, an 10 point torpedo hit would be:

First time I hear about weapons other than missiles having a damage pattern. Is this current?

Yes. I've seen nothing posted that showed a change in the damage templates.

Yes this is current.  The templates have not changed since they were implemented.
