Yes, the tractoring unit would count the range as 3 hexes for both range and damage done. In addition any unit that was datalinked with the tractoring unit would also get to count the range as 3 less.

UTM 4.6.1 states that if a range reduction would reduce a weapon's accuracy, use the weapon's original range. This applies to both to hit rolls and beam weapon damage.

Does this mean that in a tractoring situation a ship applying the tractor link and firing a force beam at range six would do damage as if it was a range 3?
