*facepalm* No, no I did not. Never occurred to me that they'd start as neutral, although it should have since every race starts marked as neutral.

Are they marked as hostile on the race screen?

Does "Rahkas are bugged" extend to them being able to shoot at your ground troops without your ground troops even trying to return fire? Because that's what I'm seeing right now. I'm taking 350 unit casualties per combat round, but my troops not returning fire (different from not hitting, which is generally to be expected). I can SEE the troops from orbit with active sensors, but so far can't use ground troops to shoot back at them. Very confusing.

They will appear fine if generated, but will not save and reload properly from the DB causing them to disappear if the game is saved and reloaded.

AHA! Do they appear as NPRs in the Intelligence & Foreign Relations Windows by chance? I may have triggered them which is why their only planet is currently gone.
They appear as NPRs, yeah. They have a fixed portrait like the other Spoiler races do.

It's a bluish humanoid with (I think) a crest.

They might. I don't know, I was never lucky enough to find any before I started turning them off once I found out about the bug.
