Can we get an option to give ships to another player controlled and/or NPR empire, in addition the ability to give minerals/fuel/MSP would be good.
For simple RP reasons I can see using the independant button for making things like secret groups that do things outside of normal political channels, and as such shouldn't cause a hit to the diplomacy of a main race.
